So my hictop board died, and I Replaced it with a mks 1.5 ramp 1.4. I had grounded the power supply.
with the new board it would home the head in the x and y position, also the head would change position randomly between layers. I found that the mks 1.5 had no ground points on the board and the hictop display did. so I unmounted the display and this fixed the problem.
